Guidance for Essential Service Providers

Essential Service Providers (ESP) are companies that provide business continuity services to other companies/clients and may or may not have a business located within a CEAS program area. As such, many of these services must be performed at the facilities of these clients.  ESP should consider enrolling in the CEAS program to ensure that they will be able to gain access to these facilities during an emergency.

To participate in CEAS, applicants are required to indemnify BNET and the local municipality and provide proof of Commercial General Liability Insurance (CGL) for the facility(s) they are accessing.  Since ESP cannot insure client’s facilities, CEAS cards cannot be issued solely to an ESP seeking to access a client’s facility.  The client must be an approved CEAS participant PRIOR to the ESP applying for CEAS cards. Therefore, any ESP that enrolls in CEAS will be subject to client verification, as pertains to facilities which the ESP is seeking access.

ESP may also receive CEAS cards if sponsored directly by the client.  In order to be sponsored, a client must establish their own CEAS account and issue CEAS cards to the ESP under this client account (cards issued to the ESP by the client).  This option works best when the ESP provides the same personnel to the client on a regular basis (contract employees).
